The Government of Ukraine has allocated UAH 4 billion in the draft state budget for 2025 to implement the eVidnovlennya programme aimed at compensating for damaged and destroyed housing as a result of the war. These funds will be distributed as follows: UAH 3 billion will be used for housing certificates for those who have completely lost their homes, and UAH 1 billion will be used to compensate for partially damaged property.
Despite the allocation of funds, experts note that this amount is insufficient to fully compensate for the damage. The World Bank estimates that direct losses from the war in Ukraine amount to $152 billion. With the current funding of the eVidnovlennya programme, it would take more than 1,500 years to compensate for all the damage.
According to Olena Shulyak, Chair of the Committee on State Power, Local Self-Government, Regional Development and Urban Planning, the allocation of funds for the programme is a positive signal. However, the pace of funding is extremely low and does not allow for an effective solution to the problem of housing reconstruction for thousands of Ukrainians affected by the war.
