The Ministry of Education and Science of Ukraine has amended the Regulation on the Certification of Teachers, which was approved in September 2022. The update is aimed at improving the evaluation of teachers’ performance and resolving legal contradictions in this process.
Among the key changes is the clarification of the procedure for assigning titles and categories to teachers without higher education. From now on, teachers who move to other jobs or temporarily interrupt their activities will retain their titles until the next certification.

The procedure for the formation of certification commissions has also been updated, allowing private institutions to create their own commissions. New requirements for obtaining titles such as ‘senior lecturer’ and ‘methodologist’ have been established, depending on qualifications, education and length of service.
Studying at higher or professional pre-higher education institutions for five years will be counted as professional development. In addition, teachers who teach several subjects will have the opportunity to choose the order of their professional development.
To confirm the assigned categories, heads of institutions must issue relevant orders after the certification process is completed.
