An important milestone has been reached in the creation of the Unified State Register of Addresses (USRA): 12 communities and 12 major cities in Ukraine have successfully verified their streets. This is a significant step in the systematization of address information, aimed at ensuring the accuracy and relevance of data across the country.

Progress in street verification
Since the start of work on the creation and filling of the USRA, 25% of streets in Ukraine have already been verified. Street verification is the first stage of this process, which began in the summer of 2024. This stage involves most communities, except those located in combat zones or temporarily occupied territories.
Communities and cities that completed verification
Among the communities and cities that have successfully completed street verification are:
- Sumy
- Vinnytsia
- Cherkasy
- Ivano-Frankivsk
- Konotop
- Ternopil
- Poltava
- Rivne
- Kamianets-Podilskyi
- Chernivtsi
- Zaporizhzhia
- Brovary
These cities and communities have completed street verification and are now moving on to the next phase — building number verification on each street.
Active regions
The most active regions include the communities of Lviv, Vinnytsia, Kyiv, Dnipropetrovsk, and Poltava. This demonstrates a high level of organization and support for digital transformation at the local level.
What is the USRA and how will it help Ukraine?
The Unified State Register of Addresses (USRA) is being created to systematize address information and ensure a unified, complete, and up-to-date source of address data. The register is intended to become one of the country’s fundamental registers and significantly improve data exchange between various information systems.
Key benefits of the USRA include:
- Reducing address errors — A unified database will decrease the number of mistakes when entering and verifying addresses.
- Combating fraud — The USRA will help prevent fraudulent schemes related to property ownership.
- Simplifying social services — Transparent data will improve the process of providing social services to citizens.
- Better property tax administration — At the local level, the register will improve the quality of property-related information and contribute to the replenishment of local budgets.
Collaboration to achieve results
The implementation of the USRA is carried out with the support of the Ministry for Communities and Territories Development of Ukraine and the Ministry of Digital Transformation of Ukraine. The project is funded through the “Support for Digital Transformation” initiative, funded by USAID Ukraine and the British Embassy in Kyiv. The project partner is the East Europe Foundation, which is helping ensure the implementation of the initiative.
