The United Nations High Commissioner for Refugees (UNHCR) has started disbursing the first tranche of financial assistance to residents of frontline areas to prepare them for the winter season. Vulnerable households in these regions will receive a one-time payment of 21,000 UAH for the purchase of solid household fuel.

Covered territories
Currently, assistance is being provided to households in the following territorial communities:
- Dnipropetrovsk Oblast: Pokrovska, Myrivska, Nikopol, Chervonohryhorivka, Marhanka;
- Donetsk Oblast: Chasivoyarska, Sviatohirsk, Toretska, Selidivska;
- Zaporizhzhia Oblast: Vasylivska, Stepnohirska, Vozdvizhivska, Orikhivska, Preobrazhenska, Huliaipilska, Komyshuvakha, Tavriyska;
- Mykolaiv Oblast: Kutsurub, Ochakiv;
- Sumy Oblast: Putyvl, Vorozhbyanka, Buryn, Esman, Khotyn, Shalyhyne, Velykopysarivka, Yunakivka, Zhnob-Navhorod, Novoslobidka;
- Kharkiv Oblast: Borivska, Vovchansk, Kupiansk, Lipec;
- Kherson Oblast: Kherson, Daryivka, Bilozerska, Stanislav, Tyahynka;
- Chernihiv Oblast: Koryukivka, Horodnia.
Around 20,000 households will receive assistance as part of this tranche.
Acknowledgment of local administration efforts
Deputy Head of the President’s Office Iryna Vereshchuk expressed gratitude to local communities and regional military administrations for their productive work in compiling the lists of recipients. She noted that this assistance will allow households in need to begin purchasing solid fuel as early as November, which is crucial for winter preparation.
Memorandum of support
It is worth mentioning that on August 21, 2024, the Ministry for Reintegration of Temporarily Occupied Territories and UNHCR signed a memorandum to support frontline communities for the upcoming winter season. The agreement was signed by Iryna Vereshchuk and the UNHCR representative in Ukraine, Carolina Lindholm Billing.
Program budget
The total budget for the program amounts to 37 million USD, which will enable the provision of solid household fuel to over 70,000 vulnerable households.
