The Ministry of Social Policy of Ukraine is actively working to ensure the uninterrupted operation of institutions providing rehabilitation assistance to people with disabilities in various regions of the country during the 2024/25 autumn-winter period.
In the event of power outages, all institutions are equipped with diesel generators of adequate capacity. This will allow the maintenance of operations for heating plants, dining facilities, rehabilitation rooms, and other essential services in individual centers.

Projects to enhance energy independence
Additionally, projects aimed at enhancing energy independence are being implemented. For example, the “Promin” Children’s Rehabilitation Center in Vinnytsia is working on the installation of a solar power plant. Project documentation has already been prepared, and the procurement of necessary equipment is underway. This station will generate and store solar energy, making the center more energy-independent and ensuring its stable operation in case of power outages.
Preparedness for possible heating supply interruptions
Moreover, several facilities are prepared to operate under conditions of potential interruptions to centralized heating supply. Some institutions already have alternative heating sources, such as solid-fuel boilers and autonomous heating systems. As part of the preparatory measures for the autumn-winter period, specialists conducted maintenance on heating systems, inspected flue and ventilation channels, checked the equipment of boiler houses and heating nodes, and procured various types of fuel, including gas, solid-fuel pellets, and firewood. Buildings have also been insulated, and windows have been replaced with energy-efficient ones.
