Cooperation between the Ministry of Community and Territorial Development of Ukraine and UNDP: new perspectives

The Ministry of Community and Territorial Development of Ukraine, together with the United Nations Development Programme (UNDP), is implementing large-scale projects aimed at the recovery and development of the country. The results of already implemented programs and future cooperation prospects were discussed during a meeting between the Ministry of Infrastructure team and UNDP.

Support from UNDP

The UN Deputy Secretary-General and UNDP Administrator Ahalyan Xu welcomed the new Ministry team and noted that UNDP supports the chosen work strategy—detailed planning and clear requirements for the implementation of joint projects.

UNDP Resident Representative in Ukraine, Yaakko Siilje, emphasized that the organization is providing unprecedented support to Ukraine, a significant portion of which is directed towards the Ministry’s projects. “Over 60% of all UNDP assistance is allocated to projects managed by the Ministry of Community and Territorial Development. Currently, we are jointly implementing more than 12 projects, with a total value of over 415 million dollars,” said Yaakko Siilje.

Successful projects and transparency

Deputy Minister of Community and Territorial Development Natalia Kozlovska cited a successful collaboration example: the program to restore 18 apartment buildings in the Kyiv region, funded by contributions raised through the fundraising platform UNITED24 under the “Rebuilding Ukraine” initiative. The implementation of this project was made possible thanks to technical support and oversight from UNDP.

“For us, it was important to make this process transparent, considering the nature of the funds and the responsibility for them,” noted Natalia Kozlovska. She also reported on the development of a new social housing project for internally displaced persons.

Focus on results

Deputy Minister of Community and Territorial Development Marina Denysiuk stressed the need to focus on achieving results that will be felt in every community. “We are results-oriented. It is extremely important to develop effective mechanisms for prioritizing investment projects,” she stated.

Marina Denysiuk highlighted the importance of attracting not only public funds but also creating clear conditions for the private sector. In this context, it is essential to continue reforms, particularly in public investment management and decentralization.

New approaches to cooperation

UNDP Deputy Resident Representative in Ukraine Christoforos Politis pointed out that the organization is implementing a new philosophy of cooperation, focusing on the needs of communities. He emphasized the importance of defining three types of regions: frontline, central, and those far from the war, as well as priority projects for each.

Deputy Minister of Community and Territorial Development of Ukraine Oleksiy Ryabikin confirmed that the division of Ukraine into three regions is the starting point for the Ministry. “In February 2025, we will receive development strategies for each individual region, which will allow us to consider the objective situation in the country,” he noted.

Conclusion

The cooperation between the Ministry of Community and Territorial Development of Ukraine and UNDP opens new perspectives for the country’s recovery. The focus on transparency, results, and investments allows for optimism regarding the successful implementation of joint projects aimed at improving the quality of life in Ukrainian communities.
