In October 2023, significant changes occurred in Ukraine regarding corruption reporting. For the first time in the country’s history, corruption whistleblowers received rewards. As of now, 72 individuals hold the status of a whistleblower, and over 4,100 reports have been submitted to the Unified Whistleblower Reporting Portal.

Sociological survey data also indicate a growing readiness among Ukrainians to engage in whistleblowing behavior. The results of the survey “Corruption Status in Ukraine 2023: Perception, Experience, Attitude” showed that the level of public approval for citizens reporting corruption increased from 71% in 2021 to 81% in 2023.

Who is a whistleblower?
According to the Law of Ukraine “On Preventing Corruption,” there are specific requirements for a whistleblower:
- A whistleblower can only be a natural person.
- A whistleblower must report specifically on acts of corruption, not other violations, such as labor law violations.
- The information provided by the whistleblower must have become known to them in connection with their activities: employment, professional, business, community, or scientific.

Difference between statuses
It is important to note that the status of a whistleblower is not the only role for citizens who encounter corruption. If the conditions for obtaining this status are not met, the person will be considered a complainant under criminal procedural legislation or the Law of Ukraine “On Citizens’ Appeals.” In each case, authorized bodies are required to respond to the reports, but the difference in status determines the scope and specifics of the legal protection available to the individual.
