The Ukrainian government adopts new resolutions to support migration services and educational institutions

In October 2024, the Ukrainian government adopted three resolutions developed by the Ministry of Internal Affairs (MIA). These decisions aim to improve administrative services in the field of migration and to reorganize the educational and scientific institutions of the State Emergency Service of Ukraine (SES).

Changes in the permitting system

The first resolution aligns the list of administrative services in the migration sphere and their costs with the Law of Ukraine dated May 9, 2024, No. 3709-IX. The list has been supplemented with a new paid service for the simultaneous issuance of a citizen’s passport and a passport for traveling abroad. The cost of the service will be 478 UAH, and for a new ID card, it will be 352 UAH.

Six months after the termination of martial law, the cost will be 496 UAH for new ID cards, with a total cost of 744 UAH. The processing time for urgent passport services has been reduced from 10 to 7 working days.

According to the MIA, since the implementation of the experimental project outlined in the resolution of May 7, 2022, nearly 720,000 individuals have utilized the simultaneous document issuance service. Revenues from this administrative service will be directed to local and state budgets, contributing to the development of territorial communities.

Optimization of SES educational institutions

The third resolution aims to reorganize the Institute of Public Administration and Research in Civil Protection by merging it with the National University of Civil Protection of Ukraine. The main goals of this reorganization include:

  • Eliminating duplication of functions between institutions.
  • Improving the quality of educational services through the involvement of practicing scientists.
  • Enhancing the scientific level of work by integrating scientific and educational processes.
  • Reducing the number of administrative staff.
  • Improving the material and technical base and increasing the salaries of scientific staff.

This resolution is intended to optimize the network of educational institutions and research organizations under the jurisdiction of the SES, ensuring more effective operation and development.
