In October 2024, a new phase of support for processing industry enterprises operating in active combat zones began in Ukraine. The government has decided to provide grants of up to 8 million UAH. The state will cover 80% of the submitted project costs, while the grant recipient must provide 20% from their own or borrowed funds.
Using grants for investment needs
Grants can be used for investment purposes, such as the purchase of new production or energy equipment. The grant program for the development of the processing industry has been expanded to include:
- Processing enterprises operating in active combat zones, provided that state information resources are functioning in their area of operation.
- Printing houses and printing enterprises.
New requirements for job creation
Additionally, the government has changed the requirements regarding the number of jobs that grant recipients are obligated to create. Previously, depending on the grant amount, the requirements ranged from 5 to 25 jobs. For example, to receive a grant of 8 million UAH, the recipient had to employ 25 workers with a salary of at least 8,000 UAH. Now, the mandatory condition is the creation of a minimum of 5 jobs, regardless of the grant size.
Conditions for paying the unified social contribution (usc)
A new condition has also been introduced: within three years, the grant recipient must pay the Unified Social Contribution (USC) on the salaries of new employees, amounting to at least 20% of the grant amount. Thus, a grant recipient receiving 8 million UAH can hire 25 employees with a salary of 10,000 UAH or specialists with significantly higher monthly salaries.
“Made in Ukraine” development policy
The grant program is part of the “Made in Ukraine” development policy, which includes localization, partial compensation for equipment costs, support for industrial parks, and significant investment projects.
Program results
Since the launch of the grant program for processing in July 2022, 779 enterprises have received funding totaling 3.9 billion UAH, creating over 16,000 new jobs. This initiative is an important step in supporting the Ukrainian economy and developing local production.
