Integrity in Public Administration: Results of the Research by the Rating Sociological Group

The Rating Sociological Group, one of the largest non-governmental and independent research organizations in Ukraine, conducted a study aimed at assessing the integrity of social institutions in the face of historical challenges. Established in 2008, the Rating Group specializes in all types of sociological research while adhering to international standards set by the ESOMAR and WAPOR codes. The results of this study reflect the opinions of Ukrainians regarding the importance of integrity and transparency in public administration, as well as the factors that can enhance them.

The Image of a Public Official

According to the survey, integrity is the most important trait for public servants, with 60% of respondents considering it crucial. This characteristic is most frequently emphasized by urban residents and older individuals. Approximately half of the respondents indicated the necessity of experience and competence, while 46% highlighted the importance of intellect and education. Integrity and patriotism are valued by 36-37% of those surveyed, with younger respondents more frequently emphasizing integrity.

Additionally, 30% of respondents consider simplicity and accessibility important, while 20% highlighted diligence, a principled stance, and leadership qualities. Flexibility, energy, and courage are deemed important by 15% of respondents, with traits such as influence and charisma mentioned the least.

It is noted that compared to surveys conducted in 2019, the significance of integrity, patriotism, and experience has increased, while the focus on courage and leadership has decreased.

Evaluation of Integrity

The study assessed the level of integrity on a scale from 0 to 10. The highest scores were awarded to the President of Ukraine and the education sector (6.0), followed by healthcare (5.4) and local government (5.1). The integrity of the civil service was rated at 4.9, the police at 4.3, and the judiciary at 3.7. The lowest scores were given to the Cabinet of Ministers (3.3) and the Verkhovna Rada of Ukraine.

The majority of respondents (50%) believe that honesty should be a fundamental principle for public servants. This view is particularly prevalent among residents of small towns and older generations. Responsibility and professionalism were also cited as important principles.

The research showed that 45% of respondents believe that public officials primarily act out of personal gain, while about 20% think their actions are regulated by official guidelines.

Measures to Enhance Integrity

The majority of respondents (77%) believe that strengthening penalties for corruption will contribute to increasing integrity among public servants. Additionally, 30% consider banning individuals caught in corruption from holding public office to be an effective measure. Strict penalties for those offering bribes were supported by 20% of respondents.

Overall, the survey demonstrates the desire of Ukrainians to enhance integrity in all areas of public administration, which is a key factor in strengthening trust in government institutions.
