The government has approved the Demographic Development Strategy of Ukraine until 2040

The Cabinet of Ministers of Ukraine approved the Demographic Development Strategy of Ukraine until 2040 through order No. 922-r on September 30, 2024. This document outlines the main directions of state policy aimed at overcoming the demographic crisis and ensuring sustainable population development.

Urgent Issues

The strategy has been developed in light of the complex demographic challenges facing Ukraine, including:

  • War: The armed aggression of Russia has resulted in significant human losses, forced migration, and worsening socio-economic conditions.
  • Low Birth Rate: Ukraine is experiencing a persistent trend of declining birth rates, which threatens population reduction.
  • High Mortality Rate: The mortality rate in Ukraine exceeds the birth rate, leading to natural population decline.
  • Migration: A significant number of Ukrainians are leaving the country in search of better living and working conditions.
  • Aging Population: The proportion of elderly people is increasing, creating additional pressure on the social system.

Key Goals and Objectives

The strategy outlines six key objectives:

  1. Creating Conditions for Migration Growth: Encouraging the return of Ukrainians from abroad and attracting foreign specialists.
  2. Increasing Birth Rates: Creating favorable conditions for childbirth and child-rearing, supporting families with children.
  3. Reducing Mortality: Improving the healthcare system, disease prevention, and combating harmful habits.
  4. Labor Market Activation: Creating new jobs, enhancing worker qualifications, and engaging vulnerable population groups in labor activities.
  5. Adapting to Aging: Developing social services for the elderly and ensuring their active longevity.
  6. Improving Quality of Life: Creating comfortable living conditions, developing infrastructure, and ensuring access to quality education and healthcare.

Implementation of the Strategy

An operational action plan for implementing the strategy is to be developed and approved every three years.

Funding will come from state and local budgets, as well as other sources not prohibited by law. The Ministry of Social Policy will be responsible for monitoring and evaluating the results of the strategy’s implementation.

The Demographic Development Strategy of Ukraine until 2040 is an important step toward overcoming the demographic crisis and ensuring the country’s sustainable development. Its successful implementation will require joint efforts from the state, civil society, and international partners.
