Without TCC: The Government Allowed Military Units to Directly Mobilize Volunteers

Due to the deteriorating security situation in Ukraine, military units have been granted the right to mobilize reservists and military obligated individuals who voluntarily wish to serve during mobilization. The corresponding resolution, developed by the Ministry of Defense, was adopted by the Cabinet of Ministers of Ukraine.

What Does the New Resolution Entail?

According to the new rules, military obligated individuals and volunteer reservists can choose a military unit for service without needing to contact territorial recruitment and social support centers. This will simplify the mobilization process and provide more freedom in choosing.

Commanders of military units have been granted the following powers:

  • To issue referrals for military medical commissions to determine fitness for service.
  • To staff combat units with volunteers who wish to serve during mobilization.

The list of military units whose commanders will be able to recruit volunteers will be determined by the General Staff of the Armed Forces of Ukraine.

Comments from the Minister of Defense

“We are making the most effective use of the motivation of Ukrainians to defend their country from Russian armed aggression by allowing them to join military service in the units they choose. Brigades have received the tools they have long requested – to conduct quality recruitment, resulting in targeted enlistment of volunteers. This resolution serves as a tool that significantly reduces recruitment time and guarantees that everyone can join where their wishes and skills align with defense needs,” commented the Minister of Defense of Ukraine, Rustem Umerov.

Changes to the Recruitment Procedure

The resolution adopted by the government amends the Procedure for Recruitment for Military Service during Mobilization, approved by the Cabinet of Ministers’ resolution of May 16, 2024, No. 560.

These changes create conditions for a more flexible and effective approach to mobilization, which is critically important in the face of current challenges.
