On 20 September 2024, the Ukrainian report of the Civil Society Sustainability Index for 2023 was presented. The event was organised by the Ukrainian Center for Independent Political Research with the support of the International Renaissance Foundation.
According to the report, the public sector in Ukraine demonstrates positive dynamics of development. The greatest improvements are observed in organisational capacity, service delivery and sectoral infrastructure. Advocacy received the highest score, but the adoption of the law on lobbying may complicate the implementation of advocacy campaigns.
At the same time, civil society organisations face a number of challenges. The volatility of donor support forces many organisations to rely on membership fees and donations, which makes it particularly difficult for small organisations to operate. There are also problems with understanding tax legislation, which complicates reporting.
The war and mobilisation have led to an outflow of skilled personnel, as many workers leave the country or move to other sectors.
