According to the published E-Government Development Index 2024 study, Ukraine ranked fifth in the global e-government development ranking, the Ministry of Digital Transformation reports. This international ranking, developed by the United Nations, assesses the level of digital interaction between citizens and the state and the effectiveness of electronic public services.
It is noted that in a short period of time, Ukraine has significantly improved its position in the ranking, rising from 102nd place. This significant progress was made possible by the active digitalisation of public services and the introduction of innovative technologies.

Among the key factors of Ukraine’s success are:
- Developing and implementing user-friendly online platforms, such as the Diia portal and app.
- Increase the number of available electronic services.
- High level of citizen engagement in digital interaction with the state.
- Resilience of digital infrastructure even under martial law.
“We also have another victory for Ukraine – we took first place in the E-Participation indicator. It measures the extent to which citizens are ready to engage in government processes through online platforms,” the Ministry of Digital Transformation said.
