According to the draft budget submitted to the Verkhovna Rada, total expenditures for social support programs in Ukraine in 2025 will amount to UAH 419.2 billion. As reported by the Ministry of Social Policy, despite prioritizing funding for security and defense, the state will ensure necessary financial support for citizens in need, including social payments and assistance.

Priorities of the Social Budget for 2025
Poverty Protection
For supporting low-income families, UAH 19.7 billion is planned. Additionally, UAH 80.8 billion is allocated for the social protection of Ukrainians facing difficult life circumstances.
Support for Persons with Disabilities
UAH 6.7 billion is designated for the social protection of persons with disabilities, which is UAH 0.3 billion more than in 2024.
Raising Children in a Family Environment
UAH 27.4 billion is allocated for the social protection of children and families, nearly matching the 2024 figure of UAH 27.6 billion. A significant portion of these funds will be directed towards ensuring conditions for raising children who lack parental care.
Dignified Aging for the Elderly
Total expenditures for pension provision will reach UAH 780.9 billion. In 2025, pension indexation is planned, including for the lowest pensions, despite the possibility of suspending indexation during wartime.
Development of the Social Services System
The war has created demand for new social services. In 2025, the Ministry of Social Policy plans to allocate UAH 1.3 billion for the development of the social services system, which is a 22% increase compared to 2024.
