The Ministry of Education reports that on September 13, the Government of Ukraine adopted changes to the resolution regarding the implementation of the pilot project for state grants for higher education. Despite the changes, the criteria for granting scholarships and their amounts remain unchanged.

Simplification of the Grant Application Process
An important innovation is the simplification of the grant application process. From now on, students will be able to submit applications through the Diia mobile app, which will help avoid unnecessary bureaucracy. There is no need to use the electronic cabinet in the Unified State Electronic Database on Education (EDEBO) or open a special bank account.
Grant Activation Algorithm
From September 15 to November 5, students must confirm their receipt of the state grant in the Diia app. To do this, they need to:
- Update and log into the app.
- Select the education certificate from the list of documents.
- Confirm the receipt of the grant using Diia.Signature.
It is important to activate the certificate by November 5 to avoid losing the opportunity to use it.
Funding
After the grants are activated, the Ministry of Education and Science (MoES) will issue an order for grant allocation and automatically transfer funds to the special fund of educational institutions. The first payment, which constitutes 50% of the annual grant, will be transferred by December 1, 2024, and the second by April 1, 2025. Students will receive notifications about the funds being credited in the Diia app.
Who Can Apply?
The grant application can be submitted independently by the student, without the involvement of parents or legal representatives. Students who, based on the results of the National Multi-Subject Test (NMT), may qualify for a grant have already received corresponding notifications in their admission electronic cabinet.

What is a State Grant?
A state grant is financial support for students studying under contract. The amount of the grant can be from 15,000 UAH and more per year to cover part of the expenses for studying in any bachelor’s program or medical training program. The size of the grant is determined individually based on the results of the NMT and the specialty coefficient.
To qualify for a grant, students must have NMT results of at least 150 points in any two subjects, which allows them to receive 15,000 UAH. For a second-level grant, results of 170 points or more in the same subjects are required, allowing for a grant of 25,000 UAH. It is worth noting that the grant amount may be increased depending on the specialty.
These innovations make the grant application process simpler and more accessible for students, opening up new opportunities for obtaining higher education in Ukraine.
