Affordable, high-quality, and free healthcare is the goal outlined by Health Minister Viktor Liashko at the eHealth 2024 Summit. He also announced key projects for the next 3-6 months.
Electronic Solutions
The innovations include electronic solutions for accounting for the circulation of medical cannabis in Ukraine. The goal is to make medicines as accessible as possible to patients and remove the stigma associated with medical cannabis.
The second initiative is the electronic prescription of rehabilitation aids. The Minister also announced electronic medical records for inpatients. “We are launching electronic records of inpatient medical care for the treatment team. This will allow several specialists to keep records simultaneously, instead of running from one to another. This enables us to collect information in one place and correctly determine further medical tactics,” said Viktor Liashko.
The next step is electronic medical reports for adoption processes. Viktor Liashko said that the innovation aims to eliminate bureaucracy that delays the process of returning a child to their family. This solution will allow the automatic generation of a medical report, which is necessary for the adoption decision. Electronic medical reports will also be available for obtaining a driver’s license.
Prosthetics
The next set of solutions relates to medicines and primarily involves new modules of the eStock system. There are also plans to introduce an electronic queue for endoprosthetics. “We talked to the veteran community and found out that there were problems with this. For example, they did not order the number of prostheses they needed, there was no transparent queue, and people did not understand who could get a prosthesis for free. We made a purchase that will cover the need for the next three years. Now the electronic queue will allow everyone to understand when exactly they will be able to receive the service,” said Viktor Liashko.
Patient’s Personal Account
An important event in the field of digital health that awaits Ukrainians this year is the launch of a personal patient account. In the first stage, all users of the account will be able to review their declaration of choice of a doctor and, if necessary, find a new specialist. Additionally, they will be able to change their personal data (for example, surname after marriage or phone number) if necessary.
The Minister thanked all partners for their support of digital reforms: “Digitalisation is primarily about simplifying procedures for patients. But at the same time, it is a significant step towards greater transparency, accountability, and accessibility of healthcare in general. Ukraine is confidently demonstrating that even in times of war, it is ready to introduce new technologies to develop its healthcare system.”
