The Ministry of Communities, Territories, and Infrastructure Development of Ukraine has announced a new phase of international support—Belgium has taken on the patronage of the reconstruction of Kyiv and Chernihiv regions. The Belgian government plans to invest 150 million euros in rebuilding social and energy infrastructure in these areas.

Signing of Memorandums
Memorandums of Understanding were signed between Acting Minister of Communities, Territories, and Infrastructure Development of Ukraine Vasyl Shkurakov and the Director of the Belgian Development Agency Enabel in Ukraine, Dirk Depre. These agreements aim to facilitate the implementation of joint programs and projects focused on the reconstruction and development of Kyiv and Chernihiv regions.
Importance of Cooperation
Vasyl Shkurakov expressed gratitude to Belgium for its military support and emphasized the significance of the new initiative. “Special thanks for the important decision of the Kingdom of Belgium to join the reconstruction of Kyiv and Chernihiv regions. These memorandums will contribute to the recovery, economic, and social development of Ukraine. I am confident that Belgium will play a significant role in the rebuilding of our country,” he said.
Role of the Belgian Ambassador
The signing ceremony was also attended by the newly appointed Belgian Ambassador to Ukraine, Luc Jacobs. He highlighted that, although this is his second mission to Ukraine as an ambassador, the expansion of cooperation between the two countries is already evident. The Ambassador noted that the security agreement signed by President of Ukraine Volodymyr Zelensky and Belgian Prime Minister Alexander De Croo in May this year is a significant step towards strengthening bilateral cooperation for the coming years.
Content of the Memorandums
The signed memorandums outline cooperation between the Ministry of Communities, Territories, and Infrastructure Development of Ukraine, Kyiv Regional Military Administration, Kyiv City Council, and the Belgian Development Agency Enabel, as well as between these institutions in Chernihiv region. The parties commit to reconstructing, updating, and building facilities for education, healthcare, and energy infrastructure. The project also plans to construct shelters, implement backup energy supply and heating systems, and support political reforms that promote Ukraine’s integration.
This initiative is a crucial step in infrastructure recovery and increasing Ukraine’s resilience, demonstrating a deep level of international cooperation in supporting our country.
