How residents of frontline areas can receive financial assistance for purchasing solid fuel

Recently, the Cabinet of Ministers of Ukraine approved the resolution “On Approval of the Procedure for Providing One-Time Financial Assistance to the Population During the 2024/25 Heating Season for the Purchase of Solid Fuel.”

Who is eligible for assistance?

According to the Procedure, financial assistance for heating is primarily available to residents living within a 10-kilometer zone from the state border with the Russian Federation or the line of contact. This applies to communities in the Sumy, Kharkiv, Kherson, Luhansk, Donetsk, Dnipropetrovsk, Zaporizhzhia, Mykolaiv, and Chernihiv regions.

Amount of Payment and Funding Sources

The amount of the assistance is 21,000 UAH per household for the entire 2024–2025 heating season. The heating assistance program is funded with the support of international organizations, including the UN Refugee Agency (UNHCR). A total of 1.2 billion UAH is allocated for this humanitarian project.

How to Obtain Financial Assistance

  1. Contact Local Authorities: To receive financial assistance, residents of frontline areas should contact local self-government bodies or social services. These institutions can provide information on the conditions and procedure for applying for assistance.
  2. Required Documents: To obtain assistance, you need to provide documents confirming your residence in a frontline area and the need for solid fuel. Typically, these documents include proof of residence, documents confirming property damage, and other evidence of the applicant’s status.
  3. Application Review: After submitting your application, local authorities will verify the information and make a decision regarding the provision of financial assistance. It is important to submit all documents correctly and on time to avoid delays in the review process.
  4. Receiving Assistance: After a positive review of the application, the financial assistance will be provided in the form of cash or vouchers for purchasing solid fuel. This is usually done through local stores or fuel distribution points.

The financial assistance program is an important step in supporting residents of frontline areas, providing them with necessary fuel for heating during the winter season.
