The Ukrainian government has approved new changes that will simplify the process of receiving compensation for renting housing for military personnel. From now on, military personnel will no longer be required to provide information from the State Register of Property Rights to Real Estate to receive this compensation.

Changes in Required Documentation
Under the new rules, copies of residence registration certificates have been removed from the list of documents required for filing a report for compensation payment. The responsibility for collecting certain documents has now been transferred from the military personnel to their commanders.
Compensation for Housing Damage
Additionally, the changes address the issue of monetary compensation in the event of damage or destruction of military personnel’s housing due to combat activities.

Deputy Minister of Defense of Ukraine Natalia Kalmykova emphasized the importance of these changes: ‘We continue to simplify bureaucratic procedures. We have reduced the number of certificates required and protected the rights of military personnel, including those whose housing has been destroyed or rendered uninhabitable due to the armed aggression of the Russian Federation. It will now be easier to process monetary compensation for renting housing, and more defenders will be able to benefit from this right.’
Resolution Details
The relevant changes are established by the resolution ‘On Amendments to the Procedure for Monetary Compensation for Military Personnel of the Armed Forces, National Guard, Security Service, Intelligence Agencies, State Border Guard Service, State Special Communication and Information Protection Service, State Special Transport Service, State Guard Administration, and military personnel assigned to the Ministry of Education and Science, State Space Agency, for renting housing,’ adopted at the meeting of the Cabinet of Ministers of Ukraine.
Verification and Prevention Measures
From now on, information about property ownership will be verified by the commander of the military unit or the head of the respective unit, agency, institution, or establishment authorized to make decisions on compensation payments.
At the same time, to prevent misuse, a mechanism has been established for returning payments to the budget if they were made due to misleading information provided to the military leadership. Individuals who received unjustified payments will have the opportunity to voluntarily repay the funds; if they disagree, the dispute will be resolved in court.
