The World Bank’s Board of Directors has approved a new systemic project in Ukraine using the financial instrument “Program-for-Results” (PforR) — “Enhancing Access and Resilience of Education in Crisis Conditions in Ukraine” (LEARN).
The available financing for the LEARN project amounts to $415 million.
LEARN is aimed at supporting the education system in Ukraine by:
- Improving teaching and learning conditions through subsidies from the state budget to local budgets;
- Ensuring students, teachers, and school staff have access to safe conditions for in-person teaching and learning.
The signing of the agreement for the project is expected to take place in September 2024. By the end of 2024, based on the achievement of predefined indicators, Ukraine could receive $200 million into the general state budget.
The responsible executing body for the PforR LEARN project in terms of oversight and coordination is the Ministry of Finance of Ukraine. At the same time, the Ministry of Education and Science of Ukraine has been designated as the lead implementing agency, responsible for the implementation, monitoring, and evaluation of the LEARN Project.
