The government has announced on the “Diia” portal the launch of the experimental “eDumka” service for communication between communities and local authorities and military administrations, reported at the Ministry of Digital Transformation.

Everyone connected to a community can influence its decisions. This requires a declared place of residence, IDP status, property, payment of local taxes, or attendance at a local educational institution. The system will automatically confirm user status using state registry data, without paper certificates.

The service will allow users to submit proposals on local matters and track their review. Users can also view, discuss, and support other people’s initiatives, evaluate official responses from officials, and participate in local authority surveys.

According to the Ministry of Digital Transformation, local authorities will be able to prioritize problem-solving based on the level of support and receive feedback faster.

The experiment will last two years, and the full functionality of the service is planned to be implemented within six months.

Initially “eDumka” will operate in Vinnytsia, Volyn, Zaporizhzhia, Ternopil, and Kharkiv regions. Other local self-governing bodies and military administrations can join voluntarily.
