Kyiv is creating food and drinking water reserves for prolonged power outages and other emergency situations, reported the Kyiv City Administration. The city’s priority is to supply low‑income Kyiv residents and people in difficult living circumstances.

The reserves are being assembled as part of preparations for the 2026–2027 autumn‑winter period.

According to Oleg Kulyavskyi, deputy head of the Kyiv City Administration for the execution of self‑government powers, the available reserves of key food groups will enable rapid support for the most vulnerable citizens if the energy system’s operation is compromised.

Food reserves can be used at resilience points during prolonged power outages, to aid those affected by emergencies, and to supply workers involved in emergency and rescue operations.

With the support of charitable and community organizations, the city can organize hot meals for 25,000 people. The Kyiv City Administration noted that it plans to purchase an additional 20,000 food kits.

Preparation is coordinated by the Kyiv Humanitarian Headquarters, created in February 2022. It is the sole coordination center for interaction between the Kyiv City Administration’s structural units, district state administrations, municipal enterprises, charitable organizations, and donors, and it is responsible for accounting and distribution of resources.
