Since the beginning of 2024, 15,600 Ukrainians have received government-funded education vouchers, enabling them to acquire new professions or specialties or enhance their professional skills. This will help them become more competitive in the job market. The state has already allocated 114 million UAH for their training. This information was shared by Deputy Minister of Economy of Ukraine, Tetiana Berezhna.
Popular Specialties and Professions in 2024
Among the most popular specialties this year for vouchers are nursing (2,951 vouchers), psychology (1,861), preschool education (778), medicine (420), cooking (1,516), driving (1,148), tractor operation (542), and confectionery (380).
Results from Last Year
Last year, more than 18,000 Ukrainians received education vouchers, and a total of 252 million UAH was allocated for the program. The highest number of vouchers were issued for professions and specialties in psychology, social work, education, medicine, construction, and cooking.
Choosing a Profession and Training Conditions
The voucher can be used for training in 124 professions and specialties in fields such as IT technology, construction, transportation, education, medicine, agriculture, social services, and more. Training is provided at institutions of vocational (vocational-technical), pre-higher, and higher education, as well as enterprises, institutions, and organizations with an educational license.
Voucher Eligibility
The voucher entitles the holder to free training at educational institutions or employers for the approved list of professions and specialties. The voucher amount can exceed 30,280 UAH, but if the training costs more, the difference must be paid independently. Vouchers are available to individuals over 45 years old, veterans, combat participants, internally displaced persons, people with disabilities, and those who have been injured or have undergone captivity.
Procedure for Receiving a Voucher
To obtain a voucher, you must select a specialty, profession, and place of study, submit an online application on the State Employment Service website, or visit any employment center with the required documents. Within 90 days after receiving the voucher, you must sign a training contract with the educational institution.

The voucher program is part of the Ministry of Economy of Ukraine’s flagship project, “Work Without Barriers,” implemented according to the National Strategy for Creating an Inclusive Space in Ukraine.
