August maintains stable utility prices, and service centers are still working with almost no queues. This month is considered convenient by the state to arrange a subsidy for heating for the 2026/2027 season. Early application removes the risk of delayed payment in the fall when the load on social protection agencies increases manifold. It’s worth dealing with documents in advance — this depends on whether the assistance will arrive on time before the first heating bill.
Two Periods of Subsidy and the Role of August
Housing subsidies are appointed in two separate periods. The non-heating period lasts from May 1 to September 30, and the heating period — from October 1 to April 30. Applications for the cold season are accepted in advance, so applying in August gives time to calmly collect papers before the start of heating. For the calculation of purely heating services, the Pension Fund takes into account a narrower period — from October 16 to April 15.
In August 2026, the Pension Fund is conducting an automatic recalculation of already appointed subsidies. For families who received assistance last year, this simplifies the extension. Some applicants will still have to submit an updated declaration of income if the family composition, place of residence, or income level has changed.
Who Has the Right and What Documents Will Be Needed
The right to a housing subsidy is granted to households whose utility costs exceed the established share of income. Among the typical recipients are single pensioners, large families, people with disabilities, and internally displaced persons. The standard package is minimal: an application for the appointment of a subsidy and a declaration of income and expenses of the family.
Social protection agencies may additionally request a rental agreement or a document on restructuring or repayment of the debt for utility services. The presence of debt itself does not close access to assistance if the debt is restructured or the person is repaying it according to the schedule. For renters, the rental agreement becomes a key document, as without it, a subsidy for rented housing will not be appointed.

Over Nine Thousand Hryvnias for Firewood and Coal
A separate program operates for families whose homes are not connected to centralized heat supply or gas networks. Such households can receive funds to purchase firewood, coal, and liquefied gas in cylinders. The amount of payment is calculated based on the norm of two tons of solid fuel per family, and the amount exceeds nine thousand hryvnias.
This subsidy has its logic of application. It is appointed once a calendar year, so every year it is necessary to submit a new application and declaration — even for those who received assistance before. Applications for the 2026-2027 season are accepted until December 31, 2026. The package of documents is the same: an application for the appointment of a subsidy and a declaration of income and expenses. If necessary, social protection will request a rental agreement or confirmation of work with debt.
Frozen Tariffs and What This Means for Payments
Utility prices for the population remain at the previous level. The Cabinet of Ministers extended the validity of the current tariff for electricity for household consumers until October 31, 2026, so August Ukrainians meet without becoming more expensive — 4.32 hryvnias per kilowatt-hour. The preferential price of 2.64 hryvnias for households with electric heating will be restored from October 1, when the new heating season starts, with the preservation of the limit of 2000 kilowatt-hours per month.
A moratorium on raising gas prices is in effect until the end of the heating season. Experts note that the fixation of prices creates a financial gap that the state covers, and after the moratorium ends, the issue of market prices returns to the agenda. For a family, this means predictable bills throughout the winter and the need to assess their own expenses in advance to understand whether the household fits within the limits for which the state compensates part of the payment.
How to Apply and What Comes to the Card
It is possible to arrange a subsidy in several ways. An online application is submitted through the “Diya” application, offline — in the service center of the Pension Fund or in the center for providing administrative services. The remote format removes the need to stand in line, which is especially valuable in the pre-season week.
The main part of the subsidy the state transfers directly to the service providers, so most recipients do not see “live” money. A cash payment of part of the amount is provided for those who save consumption below the established norms — this is an incentive to economize on heat and light. The housing subsidy is not taxable and is not taken into account as income when assigning other types of state assistance, so the arrangement does not deprive the family of the right to parallel payments.
August arrangement removes the risk of being in line in the fall before the start of the heating season itself. Documents collected in advance and an application submitted on time give the first heating bill already taking into account state support, without catching up calculations in the middle of winter.
