Salaries of cultural institution employees will increase by 70% from 2027

The Cabinet of Ministers has decided to increase the salaries of state and communal cultural institution employees by 70%, according to the Ministry of Culture of Ukraine. The norm will come into effect on January 1, 2027.

The increase applies to institutions whose employees’ salaries are determined in accordance with the Unified Tariff Grid, as well as the Ukrainian Cultural Fund and the Ukrainian Book Institute. For employees whose salaries are set with coefficients of up to 1.3, salaries will increase by 40% from January 1, 2027.

The decision was made on a joint proposal by the Ministry of Culture and the Ministry of Economy and is the first stage of the labor payment reform in the cultural sphere.

The Cabinet of Ministers instructed the regional and Kyiv city state administrations to ensure the implementation of the resolution in cultural institutions under their management. The government recommended that local self-government bodies pay salaries according to the new rules and develop measures to improve the efficiency of the cultural institution network.

The labor payment reform is part of the Strategy for the Development of Culture in Ukraine until 2030 and is designed to increase the competitiveness of cultural professions and help retain specialists in the field during the war and in the recovery period.
