Kyiv has become the venue for an important event for pet owners. At the largest dog festival, “Psyky Fest,” a new project was presented that promises to revolutionize the veterinary field in Ukraine. The Ministry of Agrarian Policy and Food of Ukraine, the State Service of Ukraine on Food Safety and Consumer Protection, and the Ministry of Digital Transformation have jointly announced the launch of the Unified State Register of Pets.
This project is the first digital initiative by the state in the field of veterinary medicine and aims to significantly simplify the process of animal identification and registration. The main innovation is the electronic veterinary passport, which will be integrated into the Diia app, allowing pet owners to conveniently access and store information about their pets.
The project will be implemented in two phases. The first phase will start this fall and will include the launch of the Unified State Register of Pets. Animal registration will be conducted during visits to participating veterinarians. This service will be free and available through both state and licensed private veterinarians. A map of clinics where veterinarians with access to the Register can be found will be available on the project’s portal, pet.gov.ua.
The second phase involves mass registration of pets and integration of data into the Diia app. Once the Register is populated, owners will be able to receive electronic veterinary passports, which will simplify access to information about their pet’s health and medical procedures.
Future plans for the project include integrating the Unified State Register with international databases, such as Europetnet. The initiative has already received support from animal protection organizations and the veterinary community. The International Fund for Animal Welfare (IFAW) provided a grant that allowed nearly 7,000 cats and dogs to be chipped and vaccinated for free. Additionally, 20 veterinarians have already tested the Register in practice.
The “Psyky Fest” festival continues its mission of education and charity, promoting responsible adoption and care for animals. The festival features lectures from experts in veterinary medicine, cynology, and zoopsychology, providing valuable information on care and interaction with dogs. This project promises significant changes in the field of veterinary medicine and the welfare of pets in Ukraine.
