The Ministry of Education and Science of Ukraine has approved the Regulations on the assistant of a person with special educational needs. The document establishes for the first time a clear procedure and conditions for involving an assistant who will accompany the student and help them fully participate in the educational process.
The assistant will work with the student both during theoretical classes and during practical training – in workshops, laboratories, and production practices. Their support includes movement and orientation in space, communication, self-service, monitoring of health status, and creation of safe learning conditions. The assistant will also inform the educational institution about the student’s needs, and in cases of bullying, will report to the management and help to stop such situations.
These functions can be performed by one of the parents, another legal representative, an authorized person, or a social worker who provides social services during inclusive education. This approach gives families the opportunity to choose who will accompany the student and at the same time opens the way for the involvement of social sphere specialists.
The procedure for involving an assistant consists of several consecutive steps. One of the parents or another legal representative submits an application to the educational institution. The application is accompanied by a conclusion from the inclusive resource center, which records the student’s need for an assistant. Then, an agreement is concluded between the assistant and the professional educational institution on their participation in the educational process.
Before starting work, the assistant undergoes special training for at least 15 hours and a medical examination. After that, the head of the institution issues an order on the admission of the assistant to the educational process. These requirements are designed to guarantee that the support will be both safe and professionally meaningful.
