The European Youth Foundation (EYF) of the Council of Europe announced a new competition for proposals for international one-off youth cooperation activities supporting young people from Ukraine. The submission of proposals will start at the end of July 2026, with a deadline of September 1, 2026, at 23:59 Central European Summer Time.
The competition is aimed at financing international youth meetings with the direct participation of young people from Ukraine and other Council of Europe member states. Among the goals set by the foundation are responding to the needs of Ukrainian youth in the context of aggressive war, strengthening the participation of young people in democratic life, youth organization work, and other forms of community mobilization. The projects should also provide participants with the opportunity to delve deeper into the themes of democracy, youth access to rights, peace, and counteraction to discrimination in the context of the war in Ukraine.
The organizers place a special emphasis on intercultural dialogue: the events should create a space for the exchange of views, establishment of contacts between representatives of different cultures, joint work, and mutual learning. Another priority is the development of the capacity of youth structures and the preparation of participants for further educational, informational, cooperative, or advocacy initiatives in accordance with the EYF’s thematic priorities. These priorities are described in the Council of Europe’s Youth Sector Strategy until 2030, the Joint Council on Youth for the period 2024-2027, and the EYF Grant Guide.
International non-governmental youth organizations, international and sub-regional networks of such organizations, partnerships of at least four national youth organizations, as well as partnerships of a national youth NGO with an international organization or network, can submit applications. A mandatory condition is registration with the European Youth Foundation. Candidates who are not yet registered must create an account and submit a registration application on the support4youth.coe.int platform. The EYF Secretariat must confirm registration no later than the competition deadline, otherwise, the application will not be considered.
An updated online platform for registering new candidates and submitting proposals from already registered organizations will be launched at the end of July. A full description of the competition with eligibility criteria, exclusions, and evaluation, as well as application forms, are published on the foundation’s website.
For organizations that want to delve deeper into the conditions, the EYF will hold two online sessions: July 21 and August 10, 2026, both from 15:00 to 16:30 CEST. At the same time, the foundation is working in the format of Digital Open Desks – every Wednesday in July, including the 15th, 22nd, and 29th, from 14:00 to 16:00 in Teams, without prior registration.
