In Ukraine, a Coordination Council on IDPs and return of citizens from abroad will be created

The Cabinet of Ministers has adopted a resolution on the creation of a Coordination Council on internally displaced persons. The Council will also be responsible for contacts with Ukrainians abroad and will facilitate their voluntary return, according to the Ministry of Social Policy, Family and Unity of Ukraine.

Due to the armed aggression of the Russian Federation, at least 5.8 million Ukrainian citizens have left the country. Another 4.6 million Ukrainians have the status of internally displaced persons. As a result, the country has lost a significant part of its human capital, and the burden on housing and social services has increased.

Minister of Social Policy, Family and Unity Denys Ulyutin explained: the new Council is designed to make the work with displaced persons more coordinated. This refers to Ukrainians who were forced to leave their homes due to the aggression of the Russian Federation, starting from 2014.

Previously, various government agencies, international partners, and charitable organizations worked on this issue separately, without a common platform. As a result, approaches were not coordinated, information was poorly exchanged, and measures were sometimes duplicated. Therefore, it was also difficult to understand who exactly and what was involved in the field of support for internally displaced persons.

The new Council is designed to quickly develop proposals for state policy in this area, as well as help improve legislation and improve cooperation between government agencies.

To this end, working groups will be established within the Council in separate areas. They will address specific issues, develop proposals, and prepare materials for meetings.
