At its meeting on 8 July, the Cabinet of Ministers instructed that over 3 billion UAH be allocated from the state budget’s reserve fund to address the consequences of the Russian attack on the town of Vyshneve in the Kyiv region. The shelling took place on 6 July and caused significant damage to the town’s housing stock and utility networks.
The allocated funds will be used to restore housing, repair utility infrastructure and pay compensation to people whose property was damaged as a result of the attack. The state plans to provide support to owners of both private houses and flats in high-rise buildings.
“Our task is to help people return to normal life as quickly as possible. The government will ensure both the payment of compensation to owners of damaged homes and the funding for the reconstruction of destroyed buildings and the restoration of critical infrastructure,” said Oleksii Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine and Minister for Community and Territorial Development of Ukraine.
The attack on Vyshneve damaged 280 residential buildings. These include 253 private homes and 27 blocks of flats. Local authorities, together with the emergency services, are continuing to assess the extent of the damage in order to determine the scope of repair work required for each property.
The scale of the destruction in Vyshneve reflects the broader picture of the war’s impact on Ukraine’s infrastructure. Since the start of the full-scale invasion, Russia has damaged over 167,000 and destroyed over 41,000 properties. Almost 180,000 of these are residential properties, making the restoration of homes one of the priorities of state policy.
Funding from the reserve fund makes it possible to promptly begin reconstruction work in Vyshneve and provide state support to affected residents without lengthy bureaucratic procedures. The compensation mechanism for damaged housing operates within the framework of a state programme covering the regions that have been hit.
