How to obtain funds for employing displaced persons?

Since the beginning of 2024, the government has paid employers 174 million UAH under the compensation program for employing 9,300 internally displaced persons (IDPs). This was reported by the Ministry of Economy.

The compensation amount paid to an employer for hiring a person who received IDP status after February 24, 2022, is currently 8,000 UAH. To receive the funds, the employer must sign an employment contract (including part-time work) or a gig contract with the IDP and submit an application for compensation via the Diia Portal or in paper form at the employment center, along with the required documents.

Recall that the government introduced the program to encourage entrepreneurs to hire internal displaced persons in April 2022. The aim of the program is to speed up the adaptation of people who have had to move to safer regions and to increase employment levels among the population. For each employed IDP, the state provides the employer with a compensation equivalent to the minimum wage (8,000 UAH starting April 1, 2024) for three months. For employing IDPs with disabilities, the compensation is provided for six months.

The compensation program for employers hiring IDPs is part of the Ministry of Economy’s flagship project “Barrier-Free Work,” which is being implemented to execute the National Strategy for Creating a Barrier-Free Space in Ukraine.
