The Committee of the Verkhovna Rada on Social Policy and Veterans’ Rights met online on July 8 and supported several bills. The main one is about people who work where active hostilities are ongoing.
The idea is simple: the state wants to officially recognize and protect those who remain working near the front line during the war – so that cities and villages can continue to live, hospitals, power plants, communication, and other important services can function. Deputies from the Committee advised the Parliament to take this bill (№15340) as a basis.
What it proposes. Such workers are promised higher salaries under fixed-term contracts and additional payments for working in danger. For important enterprises in the front-line areas, shifts will be introduced: a person works for a certain period, then is replaced, and the employer takes care of housing, transportation, and social protection. There will also be a separate status – “participant in ensuring the livelihood of territories of active hostilities”. It will only be given to those who actually personally perform such work.
In order for all this to work and have money, the Committee supported two more accompanying bills – changes to the Budget (№15341) and Tax (№15342) codes. They will be submitted for consideration to the budget and finance committees.
