The Ministry of Health initiates changes to Article 18 of the Healthcare Legislation of Ukraine, which prohibit private centers located in public and communal hospitals from charging patients for instrumental examinations covered by the Medical Guarantees Program, as reported following the Congressional Hearings at the Congress of Local and Regional Authorities under the President of Ukraine.
The initiative was presented by the Minister of Health, Viktor Liashko. This is not about restricting the private sector, but about eliminating situations where people are forced to pay for services already paid for by the state.
A hospital that receives funds from the NHIF for patient treatment will be able to independently settle with a private diagnostic center for the examination conducted.
The basis for the decision was the NHIF’s analysis of CT scans in facilities providing services under the Medical Guarantees Program in 2025-2026. The electronic healthcare system has 749 registered CT scanners, with 496 used in facilities providing free assistance under the Medical Guarantees Program – 396 in communal facilities, 42 in public hospitals, and 58 in private centers.
The most CT scanners per 1 million declared population within the Medical Guarantees Program were found in Dnipropetrovsk Oblast – 38, and in Vinnytsia and Chernihiv Oblasts – 24 each.
The highest workload per scanner per day is in Sumy and Khmelnytsky Oblasts, with 8 examinations, and the lowest in Kirovohrad and Vinnytsia Oblasts, with 4 examinations.
Analysis showed that the more private CT scanners work in a communal facility or nearby, the fewer paid referrals for free examinations in the same facility.
From 2020 to June 2026, 348 units of diagnostic and therapeutic equipment were delivered to medical facilities, worth over 7.27 billion hryvnias, including 42 MRI machines, 235 CT scanners, 21 linear accelerators, and 50 angiographs. Last year, Ukrainians received over 1,130,000 referrals for CT scans, and in the first quarter of 2026, over 281,000, with about 60% paid for free.
Over 93% of service providers ensure the operation of equipment for at least 5 days a week, and 3% still use the practice of “live queue”.
