SES and MIA to update shelter maintenance rules

The Committee of the Verkhovna Rada of Ukraine on Environmental Policy and Nature Management recommended that the Ministry of Internal Affairs and the State Emergency Service update regulatory acts regarding the creation, arrangement, and maintenance of civilian protection shelters, according to the committee’s message following the meeting on July 6, 2026.

The decision was made after reviewing the report of the Ukrainian Parliament Commissioner for Human Rights “The state and functionality of shelters in Ukraine”, prepared based on the monitoring of the Secretariat of the Ombudsman.

The committee also recommended that SES inform the public about the results of readiness checks of objects of the fund of protective structures and publish generalized data on the official website of the service.

The meeting, which was held in the format of a video conference, was attended by people’s deputies – members of the committee, as well as representatives of the Ministry of Economy, Ministry of Internal Affairs, Ministry of Defense, Ministry of Social Policy, Ministry of Finance, Ministry of Education, State Border Guard Service, Pension Fund, Ministry of Digital Transformation, and the Secretariat of the Cabinet of Ministers.
