The state is combining two housing programs for IDPs. Owners of a housing voucher under the “Housing for IDPs from Temporarily Occupied Territories” component will be able to direct these funds to the first installment for the “eOselya” mortgage. The changes come into effect on July 17, 2026, and until then, such an opportunity remained only on paper due to legal inconsistencies between the programs.
What is Changing
The housing voucher within the eRecovery program is a document that confirms the state’s guarantee to finance the purchase of housing for a specified amount. Its nominal value is two million hryvnias. Until now, the voucher could be directed to the direct purchase of an apartment or house, investment in housing at the construction stage, or repayment of an already formalized mortgage, but the mechanism of the first installment for “eOselya” did not work.
The government has eliminated this gap. The Ministry of Community and Territorial Development explains that the voucher is used to pay for housing and helps to formalize a mortgage loan. Along with this, from July 17, the maximum area of housing that can be purchased under “eOselya” is increasing, so families will be able to consider more spacious apartments.
Who Can Use It
At the first stage, the combined mechanism is available to a limited number of IDPs – internally displaced persons from temporarily occupied territories who have the status of a participant in hostilities or a person with a disability due to the war. It is for these categories that the issuance of vouchers with a nominal value of two million hryvnias has been working through the “Diia” application since December 2025.
To participate in the program, the applicant and their family must not own other housing on the territory controlled by Ukraine, except for unpaid mortgages or housing in the zone of active hostilities. An additional condition is that the family has not received housing support under other programs and does not have pending applications in eRecovery.

More Favorable Interest Rate for Mortgage
From the same date, a preferential interest rate of three percent per annum for “eOselya” becomes available to veterans, participants in hostilities, persons with disabilities due to the war, and families of fallen defenders. For other categories, a standard rate of seven percent per annum applies for the first ten years of the contract. Combining the voucher with a preferential mortgage significantly reduces the initial financial barrier for families who have lost their homes on occupied territories. Disputable Norm for Those Already in eOselya
New rules leave the question open for IDPs who have already used “eOselya” due to the lack of other compensation mechanisms for lost housing. Resolution No. 723 of the Cabinet of Ministers, most of whose provisions come into effect on August 1, provides that a housing voucher will not be provided to IDPs who are already participants in the mortgage program.
This norm was pointed out by the head of the temporary special commission of the Verkhovna Rada on IDP protection, Pavlo Frolov. According to him, people who bought housing under “eOselya” in conditions of uncertainty risk finding themselves in a worse situation compared to those who are only planning state support. He called on the government to review the approach so that such families do not lose their right to a voucher. The issue remains a subject of discussion.
When the Mechanism Will Really Work
Despite coming into effect on July 17, the full launch requires the Verkhovna Rada to adopt bill No. 15335 on real estate acquired through a mortgage, which is currently under consideration. The Ministry of Community and Territorial Development clarifies that people will be able to direct the voucher to the first installment at the next stages of financing the “Housing for IDPs from TOT” component, the nearest of which is expected in September 2026. Until then, families that meet the program’s conditions retain their right to participate.
