The State Budget of Ukraine received almost $600 million as part of a joint project with the World Bank called SPIRIT.
The funds were provided by the International Bank for Reconstruction and Development with the support of guarantees from the Government of Japan through the ADVANCE trust fund and a bilateral guarantee from the Government of the United Kingdom. They will be used to finance social payments for the most vulnerable categories of the population.
The Social Protection Project for Coverage, Resilience, Innovation, and Transformation (SPIRIT) has a total amount of $880 million. It consists of a World Bank loan of $860 million and grant co-financing from the United Kingdom and Germany in the amount of $20 million through the URTF Targeted Fund.
The project is being implemented by the Ministry of Social Policy, Family, and Unity of Ukraine.
SPIRIT will finance several types of social assistance for low-income households, vulnerable families with children, people with disabilities, the elderly, and caregivers.
It is expected that the program will cover over 1 million Ukrainians. SPIRIT will also support structural reforms of the social protection system and strengthen the capacity of social service providers at the state and local levels.
The World Bank’s Board of Executive Directors approved the SPIRIT project in May 2026. Over the past 4 years, the support mobilized by the World Bank has enabled the Ukrainian government to provide public services to over 20 million Ukrainians.
