The table in a compartment and the space beneath the lower seat belong to the passenger who bought a ticket specifically for the lower berth, Ukrzaliznytsia has explained.
A passenger may use only the seat stated on their ticket, as set out in the rules for the carriage of passengers, luggage and cargo-luggage by rail in Ukraine.
A passenger with an upper berth has no automatic right to occupy the lower seat or to store belongings there without the agreement of the person who bought the ticket for the lower berth.
At the same time, the rules do not forbid sharing the table or other amenities in the carriage. This is possible only by mutual consent: an upper-berth passenger may ask permission to sit on the seat of the passenger below, but has no right to demand it. The holder of the lower berth may also refuse.
Personal belongings of upper-berth passengers must be kept on the upper luggage racks or in the spaces provided for them in the compartment.
