The Union of Rectors of Higher Education Institutions of Ukraine has appealed to the Ministry of Education and Science with a proposal to lower the minimum competitive score for admission to several specialties, including law, international relations, medicine, dentistry, and pediatrics.
The document was sent to the Minister of Education and Science, Oksen Lisovyi. The proposals concern changes to the Admission Procedure for the 2026 academic year.
The Union of Rectors proposes to reduce the minimum competitive score from 150 to 130 for the following specialties:
- C3 “International Relations”;
- D4 “Public Administration and Management”;
- D8 “Law”;
- D9 “International Law”;
- I1 “Dentistry”;
- I2 “Medicine”;
- I3 “Pediatrics”;
- I4 “Medical Psychology”.
The proposal also covers the specialization C1.02 “International Economic Relations” of the specialty C1 “Economics and International Economic Relations”.
For the specialty “Pharmacy”, the Union proposes to set the minimum competitive score at 140.
The need to review the current requirements is explained by the difficult conditions in which graduates took the NMT in 2026. A significant part of the tests took place during air alarms, shelling, power outages, and after a long period of distance learning.
The results of the NMT, in addition to the level of preparation of the applicants, were influenced by high psychological stress, stress, and instability of the educational process in the conditions of a full-scale war.
The Union also emphasizes the risk of increasing the outflow of Ukrainian applicants abroad due to the preservation of the high threshold, which, in the opinion of the rectors, may reduce the potential of Ukrainian higher education.
The Chairman of the Union of Rectors, Petro Kulykov, expressed hope for a constructive dialogue with the Ministry of Education and Science and the consideration of the proposed changes during the final approval of the conditions for the 2026 admission campaign.
