IDPs from TOT will be able to pay the first installment for eOselya mortgage with a housing voucher

On June 17, the government approved changes that allow IDPs from temporarily occupied territories (TOT) to use a housing voucher as the first installment for an eOselya mortgage.

The mechanism applies to internally displaced persons from TOT who have the status of a combat participant or a person with a disability due to the war. The changes provide for combining the component of the eVidnovlennya program “Housing for IDPs from TOT” with the eOselya affordable mortgage program.

Changes developed by the Ministry of Economy, Environment, and Agriculture have been made to resolutions No. 856 and No. 1176. These documents regulate the conditions for providing affordable mortgages under the eOselya program and the procedure for issuing housing vouchers to certain categories of IDPs.

The procedure for executing such agreements and the actions of a notary during the purchase of housing using a housing voucher has also been clarified.

The changes will come into effect on July 17, 2026. People will be able to use the voucher as the first installment for a loan at the next stages of financing the “Housing for IDPs from TOT” component, with the nearest one expected in September.

A full launch of the mechanism requires changes to the legislation in the field of mortgages. The relevant bill No. 15335 regarding real estate acquired through a mortgage is currently under consideration by the Verkhovna Rada.

The housing voucher will be used as part of the payment for housing, in particular for paying the first installment of the mortgage, and not as a separate type of state assistance.

The “Housing for IDPs from TOT” program was launched in December 2025 and provides for the issuance of housing vouchers to IDPs with the status of a combat participant or a person with a disability due to the war.
