The Verkhovna Rada’s Commissioner for Human Rights, Dmytro Lubinets, appealed to the Vice Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development, Oleksiy Kuleba, with a demand to verify the legitimacy of the additional heating charges that Kyiv residents received in their June bills for January.
In recent days, residents of the capital have reported additional charges for January – a month when, after massive Russian shelling, a significant part of Kyiv was left without heat.
Kyivteploenergo explains these amounts as an automatic recalculation according to the Cabinet of Ministers’ decree No. 683.
The scale of the problem is confirmed by the statistics of appeals. Only from January to March, the Ombudsman’s Office received over 600 complaints about the absence or improper provision of heat supply services.
People should only pay for the services they actually received. If heat supply was absent or provided improperly, consumer rights must be protected, and all decisions – transparent, understandable, and lawful.

Lubinets noted that he is keeping the situation under control and demands its objective and fair resolution, taking into account consumer rights.
