The large-scale launch of the medical cannabis prescription system marks a fundamental change in Ukraine’s healthcare system. Approximately six million citizens need access to such therapy to alleviate symptoms of severe chronic diseases. The creation of a transparent digital and logistical route was made possible through the joint efforts of government agencies, the medical community, and the public sector. The rebuilt model is designed to provide patients with controlled medications, displacing illegal alternatives.
Synchronization with European Norms and Simplification of Business Conditions
State control over the quality and procedures for admitting drugs to the Ukrainian market has undergone significant reform. The process of adapting national legislation allowed for the elimination of excessive bureaucratic barriers that previously blocked imports and registration. The director of the State Expert Center of the Ministry of Health of Ukraine, Edem Adamanov, emphasizes the compliance of new regulations with international practice. The developed tools enable pharmaceutical companies to interact with experts openly and promptly.
“If someone compares Ukraine with other countries, our procedures are not more complicated, they are the same as in the EU,” – emphasizes Edem Adamanov.
He notes that interested international and domestic companies have the opportunity to register for consultations remotely, choosing a convenient time, after which an automated system distributes the workload among specialists.
An important regulatory decision was the abolition of the previous requirement for the mandatory equipment of each licensed pharmacy with expensive chromatographs. This step reduced the financial threshold for entry for retail networks and stimulated them to join the program. Pharmacies are the final link that makes medications physically accessible to the population, so the removal of technical barriers allowed for the expansion of the geography of legal sales.

Electronic Prescription Mechanism and Financial Burden Issues
Medications are received according to a clearly defined medical protocol using digital control tools. Patient organizations that advocated for the adoption of the law for over eight years note the effective integration of the process into the overall electronic health system. The executive director of the Patients of Ukraine Foundation, Inna Ivanenko, points to the convenience of the current algorithm, which allows you to track the availability of medications in pharmacy bases using modern aggregators, i.e., a person can simply search for the necessary medication on their smartphone. At the same time, the issue of pricing remains urgent, as the cost of drugs fluctuates between one and six thousand hryvnias.
The public sector, together with the relevant ministries, is currently studying the successful experience of foreign countries to introduce compensation mechanisms. A member of the Committee on Health of the Nation, Medical Assistance and Medical Insurance, Olga Stefanyshyna, says that such a dialogue exists and is quite active, so it is likely that in the future, state funding may appear for people who need such therapy.
“We are working and talking with the ministry, and we are citing examples of other countries, such as Canada, Israel, so that we can also have it free for certain categories,” – says Olga Stefanyshyna.
The parliamentarian adds that the primary focus is on developing support programs for war veterans and people with severe rare pathologies.
Fight Against the Shadow Market and Priority of Medical Safety
The emergence of a legal alternative directly threatens the shadow sector, which for a long time speculated on the needs of sick people. During the discussion, the issue of the competitiveness of official drugs was raised, given the saturation of the black market with unverified preparations, in particular for patients with epilepsy. In response, representatives of the legislative authority noted that legalization is the only effective tool for eliminating illegal schemes. According to Olga Stefanyshyna, significant resistance to the adoption of the bill in parliament was due to the financial interests of the beneficiaries of the shadow circulation.
Medical expertise fully confirms the need for strict laboratory and medical supervision of the therapeutic process. Neurologist of the first Lviv TMO Olga Tychkivska emphasizes the importance of using only purified, certified substances with a predictable content of active ingredients. The doctor warns against chaotic self-treatment with homemade remedies that do not guarantee stable dosing and can cause unpredictable reactions when interacting with other medications.
“In Ukraine, everything that is registered, especially what we are talking about medical cannabis, is precisely safe and effective,” – emphasizes Edem Adamanov.
Official status of the drug ensures long-term treatment of the patient by a doctor and minimizes toxic risks.

Development of Domestic Production and Raw Material Challenges
The adopted legislative framework opens up broad opportunities for creating a full production cycle within the country. The law allows not only the import of finished medications but also domestic cultivation and processing of hemp for medical purposes. The launch of this sector of the economy requires coordination of strict security instructions with law enforcement agencies. The National Police are involved in the development of detailed regulations for the protection of plantations, storage facilities, and transportation lines for raw materials.
The formation of its own agricultural base is hindered by lengthy procedures for international and domestic certification of seed material. Since the import of seeds and the development of adapted varieties require time investments, in the initial stages, the Ukrainian pharmaceutical industry will focus primarily on processing imported ingredients. The creation of a national product remains a strategic goal, which in the future will allow reducing the final cost of medications.
Practical Experience of Patients and Qualitative Changes in Therapy
Some people with severe neurological syndromes, who for years depended on aggressive synthetic muscle relaxants, have already received an alternative with a much smaller list of side effects. Patient Lyudmila Monastyrska, who has been fighting multiple sclerosis for over fifteen years, became one of the first in Ukraine to receive medication by prescription. She notes an improvement in her physical condition and a decrease in muscle spasticity (tension and muscle spasms).
“For about 10 years, I have been faced with the fact that there is spastic contraction of the muscles of the lower limbs. Classical muscle relaxants caused their therapeutic effect, but at the same time, there was also weakness, and therefore I was forced to stop using them. To be honest, from the beginning of the law on cannabis, I was waiting for it to become available. Within three days, when I took the medication in the evening, spasticity was somewhat less, but during the day, it still occurred. Therefore, together with my neurologist, it was decided to take the medication in the morning… Now I do not feel spasticity, I do not feel pain in my muscles, so I am convinced that the effect is definitely there and will be,” – says the patient.
Personal experience of patients indicates the importance of a flexible approach to the therapeutic plan under the guidance of doctors. The positive dynamics of the first patients prove that controlled access to medical cannabis returns people’s ability to self-care and integrates them into social life. If we say it more simply, then these people finally have the opportunity to just live.
