eVidnovlennya 2026 — how to get compensation for housing and book funds

The eVidnovlennya program in 2026 remains the main state mechanism for Ukrainians whose housing was damaged by the war. Through it, you can get money for repairing a damaged home, a housing certificate to buy a new one instead of a destroyed one, or a voucher for displaced persons from temporarily occupied territories. As of June, the Register of damaged and destroyed property has over 342,000 objects, almost 300,000 of which are residential buildings. The demand for compensation remains high, and the payment mechanism itself is refined every year.

How the eVidnovlennya program works

The eVidnovlennya has been in effect since 2023 based on the Cabinet of Ministers’ resolution No. 381 and is administered by the Ministry of Communities and Territories Development through the “Diia” application and portal. The program’s logic is built around two situations. If the housing is damaged but suitable for restoration, the state compensates for the repair with money to a special account. If the housing is completely destroyed, the owner receives a housing certificate to purchase new housing or money to build on their own land in a safe region.

The scale of the program is measured in tens of billions of hryvnias. By the spring of 2026, over 180,000 families had received assistance for repairs and restoration for a total of over 80 billion hryvnias. Ukrainian citizens whose housing was damaged by the war after February 24, 2022, and is located on the territory controlled by Ukraine are entitled to compensation.

How much can be received for repairs

The amount of monetary compensation for damaged housing is tied to the category of repair work. Less significant damage belongs to category A, for which up to 200,000 hryvnias are paid. More complex cases are referred to category B: for apartments, the upper limit is 350,000 hryvnias, and for private houses, it is up to 500,000. The maximum amounts in 2026 have not changed, but since January, the state has recalculated the cost of repair work, taking into account inflation and market prices, which has increased the actual accruals.

It has become easier for co-owners to apply: now, to apply, you do not need the simultaneous consent of all property owners. The funds are credited to a separate eVidnovlennya account, which is opened at a partner bank. The list of such banks is wide and includes PrivatBank, Oschadbank, monobank, PUMB, A-Bank, Sense Bank, Raiffeisen Bank, OTP Bank, Tascombank, UKRSIBBANK, and a number of other institutions.

Housing certificate for destroyed housing

Owners of completely destroyed housing receive compensation in the form of a housing certificate. The document is valid for five years from the moment of its formation and remains in effect even if the funds for it have not yet been received. Housing purchased with a certificate cannot be sold or transferred to other persons within the next five years.

Financing for this area depends on the availability of funds on the account, and some recipients are waiting for their turn. In the spring of 2026, the government additionally directed 2 billion hryvnias from the Fund for the Elimination of the Consequences of Armed Aggression, and for payments under certificates, financing of about 2.8 billion hryvnias has been secured, which has already been booked or is in the process of being transferred under concluded agreements. The next resource for certificates is expected in two stages from August to November 2026, part of which is formed by international partners, including the Council of Europe Development Bank.

Vouchers for IDPs from temporarily occupied territories

A separate component of the program is designed for displaced persons who left temporarily occupied territories and cannot claim compensation for a specific destroyed object. It is called “Housing for IDPs from TOT” and has been in effect since December 2025. At the first stage, a voucher with a nominal value of 2 million hryvnias is available to internally displaced persons who have the status of a participant in hostilities or a person with a disability due to the war.

Booking of funds under vouchers was opened on May 1, 2026. By the beginning of June, over 160 families had completed agreements and purchased new housing, and about 860 agreements had been signed and were waiting for the transfer of funds. At the first stage, the commission approved 3296 applications for booking vouchers for a total of 6.59 billion hryvnias. The program was most actively used in the Kyiv region, and the majority of the purchased housing was apartments on the secondary market.

If the cost of the chosen housing exceeds the voucher’s nominal value, the recipient pays the difference independently. Family members who have received vouchers can combine them for a joint purchase. The seller of the housing must have an open account in a state bank; otherwise, the transaction will not be carried out.

How to apply and book funds

Applications for all areas of the program start in “Diia”. To receive compensation for repairs, the owner submits a notification of damage, after which the commission inspects the property and determines the amount, and to receive payment, in the application, you select an object with the status “Funds credited” and submit an application “Report on repairs”.

The voucher mechanism for displaced persons is built around booking funds. In the “Diia” application, the applicant opens the “Services” menu, goes to the “Services for IDPs” section, and selects “Application for a housing voucher”. The family composition is automatically pulled from state registers, and the application is signed through “Diia.Signature”. After submitting the application for booking, it enters an electronic queue, where the availability of funding is verified by the program operator — Ukrposhta. As soon as the funds are booked, the housing voucher receives the status “contact a notary”, which means permission to conclude a purchase and sale agreement. The place in the queue for financing can be tracked in the same application.

Who will not receive payment

The program has clear restrictions, due to which some applicants receive a refusal. Compensation is not provided for persons without Ukrainian citizenship and those who are subject to sanctions. Housing that remains on temporarily occupied territory is also not reimbursed — this right is only opened after the liberation of the respective settlements. Applicants who have established that the damage occurred before February 24, 2022, and is not related to hostilities also receive a refusal.

Owners who already have a decision on compensation are advised by the state to carefully monitor the statuses in “Diia” and deadlines, as delays in processing documents or selling damaged property before the procedure is completed can deprive them of the right to payment.
