The Cabinet of Ministers of Ukraine approved the Strategy of state policy regarding internal displacement for the period until 2030 – for the first time in the country, a single state approach to supporting IDPs and host communities has been defined, according to the Ministry of Social Policy, Family and Unity.
Previously, Ukraine did not have a single route of support for internally displaced persons – individual decisions helped to close certain needs, but they were not part of a comprehensive system. The strategy until 2030 defines such a route: from the moment of displacement to integration into the community or voluntary return home.

The document covers four key areas: strengthening the coordination of state policy regarding IDPs, supporting adaptation and integration into host communities, targeted assistance to people and communities, and creating conditions for safe return.
To implement these areas, several tools are provided. The coordination platform with the participation of government agencies, public and international organizations will become a platform for joint problem-solving and improvement of legislation.
A single digital platform will allow people to receive information and services online, and the state – to better take into account feedback.
A separate emphasis is placed on strengthening multidisciplinary teams in transit centers – for faster provision of basic assistance and individual assessment of needs immediately after displacement.
The strategy also provides for the development of a personal support route for IDPs and their families, housing solutions, employment opportunities, and economic independence.
The document was developed based on the results of consultations with IDP councils, public organizations, and international partners.
Further, the Ministry of Social Policy plans to separately highlight and clarify the key areas of the Strategy’s implementation – in particular, evacuation mechanisms, digital services, and the results of interagency coordination.
