Recently, local government authorities have started filling out the Unified State Register of Addresses (USRA), which will become the single database of addresses. In this database, each settlement, street, or building will receive a unique identifier, according to the Ministry of Digital Transformation.
Over a thousand communities have already completed training on how to use the register, received access to the Address Register’s cabinets, and have begun verifying addresses.
The highest number of addresses have already been verified in Sumy — 94% — and in Nizhyn, Chernihiv region — 90%. Among communities, the most successful is the Lokachynka territorial community in Volyn region, with 95% of addresses verified.
During 2024–2025, communities are expected to conduct an inventory of real estate and land plots as part of the implementation of the National Revenue Strategy until 2030. High-quality data in the register will help avoid errors or inaccuracies in databases and ensure transparency in tax assessments.
The creation of the Unified State Register of Addresses is being implemented in collaboration between the Ministry for Communities, Territories, and Infrastructure Development of Ukraine and the Ministry of Digital Transformation of Ukraine, with the support of the “Digital Transformation Support” project funded by USAID and UK Dev. The project partner is the Eastern Europe Foundation.
