Summer is the time when residential associations and communities plan the installation of solar power plants and heat pumps to be prepared for the heating season. In 2026, the main tool for this is the updated state program “GreenDIM”, under which associations of co-owners of multi-apartment buildings (OSBB) and housing construction cooperatives can receive a non-repayable grant of up to 1 million hryvnias for a solar power plant and up to 2 million for a heat pump. This is 70% of the cost of equipment, audit, and certification — the rest is paid by the association itself.

What is “GreenDIM” and Who Can Receive a Grant
“GreenDIM” is a program of the Energy Efficiency Fund, which was created by the decision of the Cabinet of Ministers. Its goal is to help multi-apartment buildings become energy-independent through the installation of their own generation and energy storage. The Fund reimburses 70% of the cost of equipment and related services on a non-repayable basis, i.e., these funds do not need to be returned.
Only associations of co-owners of multi-apartment buildings (OSBB) and housing construction cooperatives (HCC) can apply for the grant. The program does not provide direct grants for private homeowners, individuals, or businesses — for these categories, there are other tools, primarily preferential lending and separate international projects. This is a fundamental limit that should be understood even before writing an application.
For regions affected by the war, the program has additional significance. A solar station with a battery provides lighting for entrances, elevator operation, and water pumps even in the event of a power outage. For frontline communities, this is not only a matter of economy but also of basic building resilience.

How Much Money is Provided and for What
The amount of the grant is calculated as 70% of the total costs for equipment, energy audit, and energy efficiency certification of the building. The upper limits are: up to 1 million hryvnias for a solar power plant and up to 2 million for a heat pump. One building can apply for both areas, but the final conditions of combined financing should be clarified with the partner bank and the Fund during the application process.
The Fund pays for the materials and services themselves — equipment, audit, certification. The work of contractors for installation and setup remains at the expense of the OSBB. This is an important nuance, because the cost of installation for a large building can significantly affect the overall project budget, and it needs to be laid out separately.
In the updated version of the program from February 17, 2026, the possibility of financing not only solar stations and heat pumps but also energy storage systems and backup generators has appeared. This expansion was a response to the needs that arose during the massive attacks on the energy system: a purely “green” solution does not always solve the problem of complete blackouts, so the program allows combining renewable sources with backup power.
How to Apply to the Energy Efficiency Fund
The process begins with the decision of the general meeting of the OSBB or cooperative to participate in the program. Without an official protocol of the meeting, it is impossible to move further — this is a basic document that proves that the co-owners have agreed to the project and the allocation of their share of funds.
The next step is the energy efficiency certification of the building. It is carried out by a certified specialist, and the result shows what exactly it is worthwhile to spend money on: somewhere it is more logical to start with facade insulation, somewhere — immediately with a station or pump. This report becomes the basis for the technical task.
After that, the association forms a package of documents and applies through a partner bank of the program. The Energy Efficiency Fund works through a network of participating banks, the full list of which is published on the official website eefund.org.ua. The bank checks the compliance of documents, transfers the application to the Fund, and after the decision is made, a grant agreement is concluded. Only then can the OSBB order work from a contractor and purchase equipment.
The most common mistake is to start installation before signing a contract with the Fund. Expenses incurred before the conclusion of the agreement are not covered by the grant. Therefore, the sequence of steps is fundamental, and it is impossible to accelerate the process on your own.

How the Situation Differs for Private Houses
Private homeowners remain outside the scope of “GreenDIM”. For them, there is a credit model: partner banks issue loans for the installation of solar panels at relatively low interest rates, and some banks offer products with a 0% interest rate for the first year or lending under the “5-7-9” model for certain categories.
In the fall of 2025, the Fund for Entrepreneurship Development announced the development of a separate compensation program for individuals, initiated by the Ministry of Energy. As of the preparation of this material, its conditions have not been finally approved, so it is not worth counting on a grant for private households yet. It makes sense to follow updates through the official channels of the FED and the Ministry of Energy, rather than through third-party aggregators that often issue bank credit products as grant programs.
A separate support channel is international projects, primarily those working with communities in de-occupied and frontline territories. Here, grants are possible for public organizations and local budgets, and their conditions depend on the specific donor (UNDP, EU, individual national agencies). This direction should be worked out through the CNAAP or the regional military administration, which have information about open competitions.
How Long the Whole Process Takes
According to the experience of the first participants of “GreenDIM”, the path from the decision of the general meeting to the signing of the contract with the Fund takes from three to six months. The longest stages are the preparation of the energy audit and the coordination of documents between the bank and the Fund. The installation work itself usually takes two to three months, but depends on the availability of equipment from the contractor.
An application can be submitted throughout the year, but due to the seasonality of the work, the optimal window for starting is precisely spring-summer. If the documents are submitted in the summer, there is a real chance to put the system into operation before the start of the new heating season. If the process starts in the fall, the project is more likely to be transferred to the next year.
