Office of the Ombudsman inspected 1,066 shelters – 93% have flaws

The Office of the Ombudsman inspected 1,066 shelters marked in the “Diia” app as available to the population: only 80 shelters have no comments.

93% of the inspected facilities – 933 shelters – have flaws. Another 80 shelters (7.5%) were found to be actually unsuitable for use during the monitoring, although ‘Diia’ showed them as available.

A person would run there during an alarm and find closed doors or a completely emergency basement.

The most non-working shelters were recorded in the Lviv, Zhytomyr, Kyiv, Kharkiv regions, and Kyiv.

Following the monitoring, the Office of the Ombudsman provided 3,996 recommendations for improving the state of shelters across the country.

On average, 4.5 recommendations fall on one shelter, and on the simplest shelter – 4.
