The Cabinet of Ministers strengthened control over sick leaves – doctors from other regions will check them

The Cabinet of Ministers approved new mechanisms for controlling the validity of issuing and extending sick leaves – checks will be carried out by doctors from other regions through the electronic healthcare system. This is stated in the government’s resolution of May 27.

The check of sick leaves will be based on the principle of extraterritoriality. This means that the medical conclusion will be checked by a doctor not from the region where it was issued, but from another region. The selection of doctors will be done automatically through the electronic healthcare system.

The list of such doctors, after coordination with the National Health Service of Ukraine, will be approved by the board of the Pension Fund. Employees of the Pension Fund will be able to initiate checks.

During the control, specialists will evaluate not only the medical conclusion itself but also all the records on which it was formed. Based on the results of the check, a conclusion will be drawn up and sent to the medical institution where the sick leave was issued.

If the document is in paper form, it will be checked at the location of the relevant healthcare institution.

Healthcare institutions will have the opportunity to appeal decisions on the unjustified nature of sick leaves in a pre-trial order and provide additional evidence of the legitimacy of the doctors’ actions.

Previously, such issues were often resolved only through the court.

According to the Ministry of Social Policy, in the first half of 2025, more than 4.2 million sick leaves were checked, of which about 22.8% were recognized as unjustified.
