Ukrainian courts have made at least 2,874 decisions regarding underage marriages over the past 5 years, with applicants receiving permission in 98% of cases, according to Opendatabot data.
Only 48 cases were denied. The dynamics are tracked through the court register search engine “Babysya”.
A record number of decisions were made in 2021 – 790. Since then, the indicator has been gradually decreasing: in 2022, the courts considered 641 cases, in 2025 – 356. This year, 92 decisions have already been made.
The most cases over the past 5 years were recorded in the Lviv region – 240. Next are Vinnytsia with 187 decisions and Dnipropetrovsk with 175. Rivne and Volyn regions have 164 decisions each.
The fewest such cases were in Luhansk region – 12, Kherson region – 23, Kyiv – 42, and Donetsk region – 45.
The main argument for which courts allow minors to marry, in over 72% of cases, remains pregnancy – 2,025 decisions.
In a quarter of the cases, the courts justified the permission by the correspondence of the general interests of the applicants – 704 decisions.
The presence of a common child was the basis in 97 cases.
The reasons for denial are also typical. In three out of four cases, the courts believed that the applicants did not prove that the marriage is in their interests – 36 decisions.
Seven cases were closed due to the absence of a subject of dispute. In five cases, they were denied due to the fact that the applicant or applicant had not reached the age of 16 – it is from this age that Ukrainian legislation allows applying to the court for the right to marry.
