Verkhovna Rada supported the bill on basic social assistance in the first reading

The Verkhovna Rada supported the bill No. 15094 on the introduction of basic social assistance – a new type of state support for families with low incomes.

The document was developed by people’s deputies together with the Ministry of Social Policy, Family and Unity of Ukraine.

It is designed to combine several existing types of social payments into a single system:

  • state social assistance to low-income families;
  • assistance to children of single mothers;
  • assistance to children in large families;
  • temporary state assistance to children whose parents evade paying alimony or whose place of residence is unknown;
  • assistance to persons without the right to a pension and persons with disabilities.

The total amount of assistance for a family will be determined as the difference between the established basic level and the average monthly income of the family for the last quarter.

The size of the basic amount will be approved in the Law on the State Budget for the corresponding year and cannot be lower than the subsistence minimum for able-bodied persons as of January 1 of the corresponding year.

Families with low incomes will be provided with social services at the level of the territorial community according to their needs.

We are actually moving to a new model of social support. Instead of a complex system of different payments, we propose a single transparent mechanism for calculating assistance, which will allow us to increase the effectiveness of state support and gradually strengthen it.

In the state budget for 2026, UAH 9.2 billion are allocated for the provision of basic social assistance.

The bill must pass a second reading, after which it can be adopted in full.
